To satisfy the requirements to have an exclusion removed, there are two distinct parts.
- Complete the Units of Competency relevant to the exclusion listed the Part 66 MOS
- Complete the CASA examinations relevant to the exclusion
For point 1 (MEA Units), the relevant Units of Competency are listed in Part 66 MOS, Appendix VIII (Reference: Part 66 MOS, Table on Pages 116 to 121). Note that these UOCs must be assessed in accordance with ASQA standards.

Point 2 (Part 66 Modules) is a slightly “complicated” area in it’s application, as it involves the proper interpretation of an RTO to determine the correct matching of the MEA knowledge topics with the CASA module topics. While CASA examinations are expected to be required, the MTO is solely responsible to correctly analyse which topics ought to be assessed for each exclusion.
The Part 66 MOS states (paragraph 66.A.70), “Exclusions annotated on a category can be removed by gaining the section 66.A.25 basic knowledge and competency requirements relevant to the exclusion removal.” (Reference: Part 66 MOS, Page 24). Essentially, it is up to the MTO delivering category training to decide which topics are appropriate for assessment under CASA.
Typically, this is done by referring to the knowledge evidence from the respective MEA units of competency as a guide…the result – where you have a CAR31 exam that covers a topic, then you won’t require that topic in your module exam. However, as there is room for interpretation, it is common to find that different MTOs will assess different topics with the CASA part 66 modules.
